It keeps appearing when I plugged the new mouse I bought. (We even tried it on the store and it's working fine there. )
Even on the old one.
I tried all the usb port and it says the same thing. 
What happened?

If you already tried the normal method...
Insert USB
Shutdown wait for 20 mins.
Restart
Or...
Boot in safe mode
Insert USB
and if nothing happens.
You can try this...
Login as admin. Maybe the admin disabled the USB function through group policy.
Or...
Try to check if you're plugging it to a USB 2.0. port.
Or...
Check the USB chord of the mouse. Maybe it got busted on your way home. Unlikely but possible.
Or...
Maybe the mouse has a driver with it. Though sometimes it's automatically read as Human User Internface, try checking.
Finally...
Try checking if it has a PS/2 USB port pin.

It depends on your computer/laptop's USB port. Most computers/laptops come with USB 2.0 ports, so it shouldn't be a problem unless your mouse is of a different port, or your computer/laptop isn't equipped with a 2.0 port.
