Limbo contains Pokemon that are still under the "testing" and "screening" process by the Smogon Team. Until then, they will determine to which tier the pokemon should belong. Most pokemon under this tier are those "suspected" pokemon that previously belong to a Tier (could be Uber, OU, UU, NU, etc...), but found to be "unsuited" (either over-rated OR under-rated).
As an example, Garchomp was previously in OU, but after sometime, most serious players find it hard to counter Garchomp in an OU Battle, perhaps, there are very few pokemon who could really counter Garchomp in that tier. Being a suspected pokemon, they placed Garchomp in Limbo, then after some testing and screening, they concluded that Garchomp should be in UBER instead (with the powerful Legendaries), and still, he is doing fine in that Tier. (Garchomp was previously under-rated)
Another example, Jirachi (a Legendary) was previously in UBER tier, but since Jirachi is no match to most pokemon in that tier, they put him into Limbo for testing/screening, later on, Jirachi was placed to OU. (Jirachi was previously Over-rated)
Furthermore, please see the below which I got from Smogon:
"Ubers - Pokémon too powerful for OU; a catch-all playing field. Anything goes as far as Pokémon allowed.
OU - Pokémon who are used frequently in battle. Since our focus is on battling COMPETITIVELY, one can safely assume that Pokémon used often in battle are stronger than most other Pokémon because the object of competitive play is ultimately victory in battle, which is achieved by using a "powerful" team.

yup, there are certain rules to follow, and the rules are set up by the battle organizer, but majority of the battle use the "smogon" rules and tiers.
in picking or selecting a pokemon in your team, let me put it this way...
- use the Tier guide of smogon
- the highest Tier of a pokemon in your team will determine its Tier.
- remember that an OU team cannot battle any team that is lower than OU, an UBER team cannot battle any team that is lower than UBER, etc.. 
and BTW, i am not a master trainer, i am just a fanatic

It looks like that we do have the same preference. I like Lugia than Ho oh. I dunno, but for some reasons, Fir-type pokemon are not so appealing to me.
BTW guys, do you know that "held-items" play a very important role in battling? Berries, belts, scarf, band and others give different types of boosts to the pokemon stats (speed, HP, attack, special attack, defense & special defense).

you are right. we cannot just give a Choice Scarf (boost speed) to a very slow pokemon, what will be the use if you will boost a speed of a slow pokemon in which he can't even catch up with a pokemon that is not Choice Scarfed? For me, I usually give the Choice Scarf to a faster pokemon, making it the "fastest" in the battlefield

yes.. because it will be helpful for a example a snorlax uses rest then holding a chesto berry and the scarfs that can boost stats in the pokemon that can be helpful in battle..

Fifth Generation Pokémon Revealed!

Normally I don't post rumours such as this, but these two pictures seen on the right have been posted in the Japanese image boards and they seem to be believing it also. If these scans are legitimate, it reveals the sihlouetted Pokémon and its apparent pre-evolution. With thanks to yaminokame for translations, we have the details posted in the scan.
First, the pre-evolution Pokémon is called Zorua/ Zoroa (ゾロア) and is a Dark-type Pokémon. Its classification is Evil Fox Pokémon, it is 0.7m tall and 12.5kg
Secondly, the Pokémon in the sihlouette is said to be called Zoroark/Zoroaaku (ゾロアーク)and is also a Dark-type Pokémon. Its classification is Monster Fox Pokémon, it is 1.6m tall and 81.1kg.
These Pokémon have been confirmed as real and CoroCoro indicates there will be more revealed next month, in addition to Zorua & Zoroark's abilities! It also confirms that the 13th movie is to be called Phantom Champion Zoroark.
